XIHARI has established a comprehensive management system for certification bodies. By May 2025, it had published 8 product certification schemes, 44 product certification rules, and 4 certification specifications—including 3 product carbon footprint certification rules and 1 green design product certification rule. The institution has issued 80 product certification certificates, comprising 14 carbon footprint certificates, 2 energy-saving certificates, and 4 green design product certificates.

XIHARI serves 15 key enterprises in the power transmission and distribution sector. Clients include companies within China XD Group such as XD Baoji Electric, Shaanxi Baoguang Vacuum Device, Xian XD Cable, and Xian XD Switchgear Electric. 2. Greenhouse Gas Verification Services

Key Achievements:
A complete management system for verification services has been established. As of May 2025, XIHARI has issued 8 organizational greenhouse gas verification statements and 20 product carbon footprint verification statements.
3. Green Manufacturing EvaluationServices
Recognized as a third-party evaluation body by the Green Manufacturing Alliance of the Ministry of Industry and Information Technology in December 2021, XIHARI provides comprehensive green manufacturing system evaluations. Services include green factory evaluation, green supply chain management enterprise evaluation, green design product assessment, green industrial park evaluation, and support for corporate zero-carbon transformation through continuous improvement.
Key Achievements:
By December 2024, XIHARI had completed 13 green manufacturing evaluations, helping 2 enterprises achieve the national green factory title, 1 enterprise obtain the provincial green supply chain management enterprise title, and 10 enterprises receive the provincial green factory title. The institution has also contributed to the development and revision of 11 dual-carbon related standards.
4. Electric Power Equipment Inspection
XIHARI established an inspection body management system and was recognized as a Class A inspection body in June 2022. Its inspection services include design evaluation, factory capability assessment, and witness testing. Currently, specific operations in this area have not been initiated due to a shortage of qualified personnel.
